Federal resumes on USAJOBS: the two-page rule and what USA Staffing checks
Federal hiring changed shape in 2025. The five-page federal resume that career coaches spent years teaching is now grounds for ineligibility on most announcements. This guide covers the rule as OPM wrote it, what the USAJOBS Help Center says a resume must contain, and how the questionnaire inside USA Staffing actually uses your resume.
USA Staffing is the talent acquisition system run by the U.S. Office of Personnel Management; OPM says it is used to post more than 90% of job opportunity announcements on USAJOBS. You keep your resume on USAJOBS, then the Apply button hands you to the agency's application, usually in USA Staffing, where you answer an assessment questionnaire. Since 27 September 2025, OPM's guidance limits resumes for competitive and excepted service announcements under Title 5 to two pages, and USAJOBS will not let you upload or build a longer one; if the only resume an agency receives is longer, OPM tells agencies to rule the applicant ineligible. Each relevant job needs a title, employer, month/year dates and hours per week, and federal jobs also need the series and grade.

Before you upload to USA Staffing, also check
- Two pages or fewer, checked in the final PDF.
- 5 MB or less, and not a PDF portfolio file.
- For each relevant job: title, employer, month/year dates and hours per week; series and grade for federal roles.
- Every document the announcement's Required Documents list names.

USA Staffing at a glance
USA Staffing is not a commercial product you will meet at a private employer. It is OPM's shared hiring system for federal agencies, and OPM describes it as the government's integrated talent acquisition system, used by more than 70 participating agencies. Some agencies and some non-Title 5 organisations run other systems, and the job announcement always names the process — so read its How to Apply section before you assume anything here applies to a specific posting.
How to tell a company is using USA Staffing
You almost never have to guess. Most employers host the application on the vendor's own domain, so the URL in your address bar names the system outright.
usajobs.gov/job/<announcement-number>Every federal posting starts on USAJOBS. This page is the announcement, not the application: it holds the qualifications, the How to Apply section and the Required Documents list that the two-page rule is printed in.
Apply → you leave USAJOBS for the agency's application systemWhen you press Apply, USAJOBS sends your chosen resume and documents to the agency's talent acquisition system. For most announcements that is USA Staffing; the screen you land on carries the agency name and the questionnaire for that specific job.
Announcement text: “Preview job questionnaire”USAJOBS lets you preview the assessment questions before you apply. If an announcement offers that link, it is the fastest way to see which competencies your resume has to prove.
Other giveaways
- The announcement has a numbered control or announcement number, a series and grade (for example 2210 / GS-12), and a closing date.
- The How to Apply section states the two-page limit in plain words — OPM tells agencies to put it in both How to Apply and Required Documents.
- After submitting, your USAJOBS Application Status shows the agency's stages (such as Received, Referred or Not Referred) rather than an employer-branded portal.
What applying through USA Staffing actually looks like
- 1
Store a resume of two pages or less in your USAJOBS profile
USAJOBS holds your resumes in the Documents section of your profile. Since 27 September 2025 the site restricts every resume to two pages — uploaded files, resumes made in the resume builder, and searchable resumes in the Agency Talent Portal all count. Older, longer resumes in your profile need replacing before you can use them.
- 2
Read the announcement's qualifications and preview the questionnaire
The announcement lists the minimum qualifications and specialized experience for the grade. The USAJOBS Help Center advises reading the announcement closely and tailoring your resume to each job; previewing the questionnaire shows you exactly which tasks you will be asked to rate yourself on.
- 3
Press Apply and choose the resume and documents to send
USAJOBS walks you through selecting a resume and any required documents — transcripts, DD-214, SF-50, licences — and then transfers you to the agency's system. Documents the announcement asks for are not optional; a missing one is a common way to be found ineligible before anyone reads the resume.
- 4
Complete the assessment questionnaire in USA Staffing
Here you answer eligibility questions and job-specific assessment items. OPM documents that HR specialists build these from a competency library with rating items and screen-out items. The USAJOBS Help Center is explicit that your resume must support your answers to the job questionnaire.
- 5
HR reviews eligibility and qualifications, then refers candidates
An HR specialist checks that you meet eligibility and minimum qualifications from the resume, and many announcements then use further assessments — OPM lists online structured interviews and skills-based technical assessments among the tools in USA Staffing. Referred applicants go to the hiring manager; you can follow progress in your USAJOBS Application Status.
How USA Staffing reads your resume file
Each claim below is labelled. Vendor-documented means U.S. Office of Personnel Management (OPM) publishes it in its own help or product documentation — the sources are linked at the foot of this page. Not vendor-documented means it is consistently reported by applicants and recruiters but the vendor does not state it, so treat it as a sensible precaution rather than a rule.
Two pages, enforced by the platform
Vendor-documentedOPM's agency guidance on the Merit Hiring Plan (29 May 2025) replaced the long-form federal resume with a two-page limit for competitive and excepted service announcements under Title 5, internal and external. It states that starting 27 September 2025 USAJOBS will restrict all resumes to two pages, and that agencies should review only resumes of two pages or less.
Over two pages means ineligible — in OPM's words
Vendor-documentedIf an applicant submits a two-page resume and also a longer one, OPM tells agencies to review only the two-page version. If the only resume received is longer than two pages, OPM says the applicant is ineligible for further consideration, with a status notice that the application is not being considered for not meeting the page requirement.
File formats, size and the PDF recommendation
Vendor-documentedThe applicant guidance OPM gives agencies to publish says a resume must be 5 MB or less, recommends saving and uploading it as a PDF to keep its formatting and page count, accepts GIF, JPG, JPEG, PNG, RTF, TXT, PDF, ODT, DOC and DOCX, and does not accept PDF portfolio files.
OPM's recommended font, size and margins
Vendor-documentedOPM recommends a sans-serif font such as Lato, or widely available options including Calibri, Helvetica, Arial and Verdana; page margins of 0.5 inches; and about 14-point type for titles with 10-point for body text. These are recommendations for legibility within two pages, not a template you must copy.
Exceptions: CVs, and agencies outside Title 5
Vendor-documentedFor positions that require a curriculum vitae, typically medical and research roles, OPM says agencies may ask for the CV as an 'other document'. Non-Title 5 agencies and judicial and legislative branch agencies that want longer resumes must say so in the announcement and explain how to submit one through the 'other documents' option. Without that instruction, assume two pages.
Questionnaire answers are checked against the resume
Not vendor-documentedFederal announcements commonly state that if your resume does not support your questionnaire responses, the agency will not give credit for them — and the USAJOBS Help Center tells applicants their resume must support their answers. The practical effect is that rating yourself 'expert' on a task your two pages never mention can lower your result rather than raise it.
USA Staffing resume upload errors and fixes
USAJOBS won't accept my resume.
Vendor-documentedThe most common cause since 27 September 2025 is length: USAJOBS restricts resumes to two pages. Cut older and unrelated roles — OPM's own hints — rather than shrinking the font below legibility.
My Word file was two pages, but USAJOBS counts three.
Vendor-documentedWord documents can reflow on another system. OPM recommends saving and uploading as a PDF to keep your formatting and number of pages.
The upload is rejected for size or type.
Vendor-documentedResumes must be 5 MB or less, and PDF portfolio files are not accepted. Accepted types are GIF, JPG, JPEG, PNG, RTF, TXT, PDF, ODT, DOC and DOCX.
My saved profile resume is flagged or unavailable.
Vendor-documentedThe two-page rule covers resumes already stored in your profile, not just new uploads. Replace older long resumes in your USAJOBS profile before applying.
I applied, but the agency says my resume didn't support my answers.
Vendor-documentedThe USAJOBS Help Center says your resume must support your questionnaire answers. Before applying, preview the questionnaire and make sure each task you will rate yourself on appears in your two pages.
Federal resume vs private-sector resume
Both are now short. The difference is in the details federal HR needs to confirm eligibility and qualifications from the page.
| Federal (USAJOBS, Title 5) | Private sector (US) | |
|---|---|---|
| Length | Two pages maximum, enforced by USAJOBS | Convention: one page early-career, two for experienced |
| Dates | Month/year start and end for each job | Month/year usual; year-only common |
| Hours per week | Required for each job | Not expected |
| Federal roles | Series and grade (e.g. GS-12) | Not applicable |
| Wording | Mirror the announcement's specialized experience, in plain language | Mirror the job description's terms |
| Personal details | No photo, SSN, age, sex or religion | No photo or date of birth by convention |
| Supporting documents | Transcripts, DD-214, SF-50 when the announcement asks | Rarely at application stage |
| Who checks it | HR specialist confirms eligibility and qualifications; questionnaire must match | Recruiter screen, often after an ATS search |
USAJOBS resume builder vs uploading your own
OPM describes both routes. Neither is documented as scoring higher; choose the one that gives you a clean, legible two pages.
The builder
OPM says the resume builder helps you create a resume using its formatting recommendations and uses the information in your USAJOBS profile to get started. It is the easiest way to stay inside two pages without fighting a word processor.
Uploading
Uploading gives you control over layout. OPM recommends PDF so formatting and page count survive; avoid PDF portfolio files, which are refused.
Either way, tailor per announcement
The Help Center advises tailoring your resume to each job. Keep a master document and save a two-page version per announcement series rather than one resume for everything.
What USAJOBS says a federal resume must include
From OPM's guidance and the USAJOBS Help Center — the fields an HR specialist needs to see.
Contact information
Your name and how best to reach you, including email address and phone number.
Relevant work experience
Job title and employer (with series and grade for federal positions), start and end dates in month/year, and the number of hours worked per week — with descriptions that address the announcement's required qualifications.
Education, certifications, licences
When relevant or required: school, completion date, degree type and cumulative GPA, plus any documentation the announcement asks for such as transcripts.
Optional details
When relevant: current security clearance, job-related training, language skills, organisations and affiliations, professional publications, and eligibility for special hiring programmes.
Resume formatting rules that matter for USA Staffing
Generic "ATS-friendly" advice is mostly one-size-fits-none. These are the choices that change what USA Staffing specifically does with your file.
OPM requires resumes to be legible enough to review for eligibility and minimum qualifications, and recommends 10-point body text with 0.5-inch margins. Cutting older, unrelated roles is the intended fix — OPM's own hints are to prioritise recent, relevant experience and remove outdated material.
OPM recommends PDF precisely because it keeps the page count you see. A Word file can reflow on another machine and become three pages, which is the one thing you cannot afford under this rule.
These are the fields OPM and the USAJOBS Help Center list for work experience. HR specialists calculate specialized experience from dates and hours — a part-time role without hours can be credited at less than you expect, or not at all.
OPM's guidance names series and grade for federal positions. A grade is how HR judges time at the next-lower level for time-in-grade and specialized experience rules.
The Help Center tells applicants to tailor each resume and to use plain language rather than acronyms. If the announcement says 'conducts cybersecurity risk assessments', a bullet saying exactly that you did that, with scope, is what the reviewer is looking for.
The USAJOBS Help Center lists photos, your Social Security Number, and personal details such as age, sex or religious affiliation among things not to include, along with classified or sensitive information.

What screening really happens inside USA Staffing
The questionnaire is the documented screen
OPM documents that USA Staffing's competency library supplies rating items and screen-out items for assessment questionnaires. Screen-out items do what the name says: an answer showing you lack a required qualification ends that application. Read each item, answer honestly, and treat 'preview questionnaire' as your checklist for what the two pages must prove.
Self-ratings are only worth what the resume supports
The questionnaire asks you to rate your own experience. The safeguard is the resume: the Help Center says it must support your answers, and announcements commonly warn that unsupported answers lose credit. A tight two-page resume that names the tasks you rated yourself on is worth more than a long list of duties.
Skills-based assessments are expanding
OPM lists skills-based technical assessments for General Schedule series and online structured interviews among USA Staffing's tools, and the two-page guidance itself frames the change as shifting focus from what applicants say on a resume to what they can do. Expect more announcements where the resume establishes eligibility and a test or interview decides ranking.
Required documents can end it before the resume is read
Transcripts for education-based qualification, a DD-214 for veterans' preference, an SF-50 for current or former federal employees — the announcement's Required Documents list is enforced. Upload everything it names; an otherwise strong application can be ruled ineligible for a missing document.
Short essay questions may appear — follow the announcement
Some recent announcements include short written questions alongside the resume and questionnaire. Their presence, number and weight vary by agency and announcement, so the only reliable rule is the announcement's own How to Apply section.
USA Staffing myths worth dropping
Federal resumes should be five pages or more to show everything.
That advice is out of date for Title 5 announcements. OPM's guidance prohibits the long-form federal resume and, from 27 September 2025, USAJOBS restricts resumes to two pages. If the only resume an agency receives is longer, OPM tells agencies to rule the applicant ineligible.
Rate yourself 'expert' on every questionnaire item to get referred.
Self-ratings must be supported by your resume. The USAJOBS Help Center says so directly, and announcements commonly warn that unsupported answers will not receive credit. Inflated answers with no matching experience on the page are a risk, not a strategy.
The resume builder is better than uploading because the system reads it more easily.
Neither route is documented as scoring higher. OPM says the builder helps you create a resume using its formatting recommendations and your profile data, and separately recommends uploading a PDF to preserve formatting and page count. Choose whichever gives you a clean, legible two pages — and check the page count either way.
Federal hiring uses an AI that keyword-scores your resume.
OPM documents questionnaires built from competencies with rating and screen-out items, HR review of eligibility and qualifications, and assessments such as structured interviews. It does not document an automated resume keyword score deciding referral. Matching the announcement's language matters because a human reviewer compares your experience to it.
